I went to the Kotel on Chol Hamoed late in the morning. We go there about 11:30 and it was really hot so we went inside. We saw a number of Chasidim with taleisim and then I heard them saying kaddish after korbanos and then starting הודו. It is hard to believe that people are starting to daven shacharis at 11:30AM.

You obviously are unacquainted with the chassidic world! Satmar and Lubavitch - to name two very different "sects' - are simply not as makpid about zmanim as are misnagdim. I have a Satmar relative who told me that he has until about noon to get to a shacharis minyan in Williamsburg, and I was once quite peeved to daven in a Chabad shul on erev Shabbos and have them start minchah way after tzais!
It is just amazing because these are בפירוש dinim in the gemara, in fact סןף זמן ק"ש is דאורייתא. Being מקפיד to daven בזמן is much more important then keeping minhagim.
the lubavitchers say shma before the zman then go to mikveh the daven, ther are minyonim any time between sunrise and chatzos on chol hamoed
And what about Sof Zman Tefilla?
Also what about being יוצא the mitzva of שמע with it's berachos?
