The garments aren't מכפרים in the usual sense of the word, but instead absolve a Jewish government (i.e., the מלכות וכהונה) of the need to prosecute every transgression of every private spiritual crime (which would likely create a harsh police state). Appearing to ignore such transgressions, however, runs the risk of leaving the impression that observance doesn't matter.
