When i was in yeshiva in israel, the city sponsored a hakafot shniyot in a large central outdoor area. It attracted everyone, including the majority of irreligious Jews. It was probably the only exposure that many of the young kids had to simchas torah.
"דבר שמהווה סכנה רוחנית לבנינו ובנותינו" indeed.

Wishing everyone health, happiness, peace and prosperity in 5769. And more simcha than can fit in a building.
